Used Car Dealer San Diego –  A San Diego woman said she paid thousands for an SUV she had taken from an East County used car dealer, but she still couldn’t be behind the wheel. Chika Starks said she currently does not have a vehicle because her business is closed.

She moved to San Diego with her baby shortly after her husband died. “I am a single mother,” Starks told Team 10. “Having a car is for my convenience. To help my life, my son’s life. ” He and his mother-in-law found a 2007 Jeep Commander in January on Craigslist, sold by Carbox, Incorporated on El Cajon Boulevard.

“The price is right,” Starks said.

The price is $ 6,500. Starks says there is an unusual way to process payments – an employee runs a credit card through La Jolla, Olive and Basil restaurants. He said the employee told him that it was a family business.

Starks told Team 10 there was a problem as soon as he paid for it. First, he says the FOB key is not functioning properly. Then, with a car driving about 40 miles, there are more problems. He said a mechanic told him that the catalytic converter needed to be replaced, along with the vehicle’s computer. On top of that, he was told the smoke haze inspection failed. Starks also said the title was never transferred to his name.

When Team 10 checked car registration in September, it was still registered at Carbox, Inc. Starks blamed the owner for broken promises.

“It makes stress. Lots of money, “Starks said.

According to DMV, used car dealers have 30 days to transfer ownership to the new owner. The penalty is $ 5 if not transferred. A DMV spokesman said it was an additional $ 25 if the total application was not clear at any given time. The DMV confirmed there was an open investigation into the Carbox.

“This place is not really honest with us,” Starks said to Team 10.

Now there are new car dealers in the old Carbox location. The man who runs the new business told Team 10 that he worked for the former Carbox owner, Peyman Abdipoorzahandeh. The name Abdipoorzahandeh is registered with the Secretary of State who submitted the Carbox.

Team 10 contacted Abdipoorzahandeh in mid-October. The former owner will not give direct interviews until mid-November, but told Team 10 by telephone that he was working with DMV investigators and that this was “not a normal situation.” He did not explain the delay in the transfer of the title to nearly 10 months. He says he did nothing illegal and says he tried to help Starks get his money back.

That’s what Starks expected.

“I don’t want other people through what I experience,” he said.

Hal Rosner with Rosner, Barry & Babbitt specializes in automatic fraud. He said consumers must run not only the Carfax report, but also reports through AutoCheck and the National Motorized Vehicle Information System (NMVTIS) to check vehicle history.

If the dealer goes bankrupt, Rosner says there is a choice for consumers. Rosner said each car must have $ 50,000 in bonds. You can contact DMV and get information on the bond to file a claim. If the dealer helps get your financing, Rosner says the loan company or bank is needed to return your money through what is called “Holder Rules.”

Rosner added that consumers can also contact victims’ compensation funds if you deal with a closed dealer.
